10th CO EXIST SEA Workshop in Bangkok

This is our official group picture, the participants in the 10th CO EXIST SEA in Bangkok, Thailand at the Grand Miracle Convention Hotel, 4-5 Nov 2008 where I presented an STI users survey and analysis; as well as national S&T policies and the products and services supportive of national policies. I am seated second from left, beside Nani (in national dress) from Malaysia; beside me also is Vicky, my boss and colleague and good friend. The Thais are a great people-- very warm, friendly, intelligent. The National Research Council of Thailand (NRCT) has gifted me with a beautiful book about Thailand which I will cherish forever! From the Japan Science and Technology (JST) agency, I will treasure the two pairs (red and blue) of beautiful chop sticks!!

We are grateful to the Japanese government which has funded this event for ten years now. This is the last CO EXIST SEA, due to budget constraints, considering the global financial crisis. The Japanese are very kind and generous. We will continue to exchange experiences and best practices through emails and possibly, video conferencing in the future. The participants come from Japan, Thailand, Malaysia, Indonesia, Vietnam, and the Philippines.

Open Access has been a significant portion of the discussion. Japan has a lot of information to offer for free to the public. In Thailand, if you are a member of the network and contribute your content, then you are free to access all the contents of the network members.

I have more information to share in the near future, as I will post here my official travel report soon. Meanwhile, dear readers, please pray for me to undergo with faith, courage, and dignity the standard treatment protocol for breast cancer, as my core biopsy last 11 Nov 2008 indicated an invasive ductal carcinoma of the left breast.

I am comforted by Psalm 23... In Filipino, Ang Panginoon ang aking Pastol, Hindi ako magdarahop....

Champion of Institutional Repository

Ms. Carmi Dometita, former Science Research Specialist II of STII-DOST is an emerging champion of Institutional Repository in the Philippines. Upon her return from the 9th CO-EXIST-SEA Workshop in Tokyo, she echoed her insights by giving us a lecture on databases integration and federated searching; as well as Open Access and introduced us to DSpace, which is an immense and versatile facility for storing digital publications, specially scholarly works of scientists. Open Access is a beautiful instrument of public accountability and for giving back to society, because researches funded by taxpayer's money are made available to the people. This is freedom to know at its best. I am simply thrilled.

Carmi is such a generous sharer of knowledge and she taught me many things including that of leading me to the path towards the greatest public domain book of all time. Her thoughts have a unique impact on me. It is amazing that this brilliant and beautiful young lady whom I love like a daughter and who returns my love no end is now my mentor. She gave me a beautiful book, Grace for the Moment by Max Lucado which I treasure immensely; left me documents and CDs on the latest trends in the knowledge industry, where Japan is leading; and most of all, she left me a secret so that I will never be lonely nor afraid again.

Tao is a great gift of the eastern world to humanity. So we know now why the US did not win the Vietnam war. Tao is a unification of opposites, Tao is being empty and yet filled, knowing the world without leaving home, getting things done by keeping still...

Tao

As for the road,
The Road that can be told is not the eternal Road.
As for names,
The name that can be named is not the eternal name.
The nameless is the beginning of the ten thousand things.
The named is the mother of the ten thousand things.
Therefore, ever desireless, one can see the mystery.
Those constantly with desires,
will only see what they yearn for and seek.
These two spring from the same source.
They have different names; yet they are called the same.
That which is even more profound than the profound
The gateway to all mystery.

Qualities

When everyone in the world can see beauty as beauty
Than ugliness comes into being.
When everyone knows good as good
Than evil comes into being.
Therefore having and not having arise together.
Difficult and easy complement each other.
Long and short contrast each other:
High and low rest upon each other;
Voice and sound harmonize each other;
Front and back follow one another;
These are all constants.
Therefore the sage goes about doing nothing,
And practices the wordless teaching.
The ten thousand things rise and fall without cease,
But he does not begin them.
He acts on their behalf, yet not taking credit.
When he has done the work, then he forgets about it.
Therefore it lasts forever and it does not leave him.

Control

By not exalting the worthy,
you prevent people from competing.
By not valuing treasures,
You prevent people from acting like thieves.
By not displaying desirable things,
You prevent people from confusion of the heart.
Therefore the sage rules
by emptying their minds
and by stuffing their bellies,
by weakening their ambitions
and strengthening their bones.
He constantly causes the people
to be without knowledge and desire,
If he can bring about that clever people
will not try to interfere,
than there is nothing that wil not be in order.

Properties of Tao

The Road is an empty vessel;
Yet when you use it, you never need to fill it again.
Deep and still, it seems to be
the source of the ten thousand things!
It blunts the sharpness, it unties the knot,
Soften the glare, and settles the dust.
Submerged, it seems perhaps to exist.
We do not know whose child it is.
It seems to be the forefather of the gods.

Nature

Heaven and Earth are impartial;
They regard the ten thousand things as straw dogs.
The wise are impartial;
He regards the common people as straw dogs.
The space between heaven and Earth -
Is it not like a bellows?.
It is empty but not depleted;
Move it and more [always] comes out.
Much learning means frequent exhausting.
That is not so good as holding on to the mean.

The heart

The valley spirit never dies;
We call it female, the primal mother.
The gate of the mysterious female
We call it the root of Heaven and Earth.
It is like a everlasting veil, barely seen.
In being used; it is not exhausted.

Self

Heaven endures; Earth last a long time.
The reason why Heaven endures
And Earth last a long time,
Is that they do not live for themselves,
Therefore they can long endure.
Therefore the sage puts himself in the background,
Yet finds himself in the foreground.
Puts selfconcern out of [his mind],
Yet finds that his selfconcern is preserved.
It is not that he has no self-interest,
That he is therefore able to attain fulfillment.

Intimacy

The highest good is like water.
Water give life to the ten thousand things and yet does not compete with them.
It flows in places that the mass of people detest
and therefore is it close to the Way
In dwelling, the good thing is the land.
In the mind, the good thing is depth.
In giving, the good thing is being like Heaven.
In speeking, the good thing is sincerity.
In ruling, the good thing is order.
In affairs, the good thing is ability.
In action, the good thing is timeliness.
It is only because it does not compete,
that therefore it is without fault.

Hubris

To hold it upright and fill it to the brim,
is not so good as stopping in time.
When you pound it out and oversharpens the blade,
the edge will soon blunt.
When gold and jade fills your rooms,
You will never be able to protect it.
Arrogance and pride with wealth and titles,
bring on their own disaster.
Retire when the work is done,
Such is the way of Heaven.

Love

In nourishing the soul and embracing the One,
Can you do it without letting them leave?
In concentrating your breath and making it soft,
Can you make it like that of a newborn babe?
In cultivating and cleaning your profound vision,
Can you do it so that you stay without stain?
In loving the people and giving life to the country,
Can you be without cleverness?
In opening and closing the gates of Heaven,
Can you play the role of woman?
In understanding and being open to all within the four reaches,
Can you do it without using knowledge?

Give birth to them and nourish them,
Give birth to them, but don't try to own them,
Help them to grow, but don't rule them,
This is called the Profound Virtue.

Wealth and worth

Thirty spokes unite in the wheel's hub;
It is precisely where there is nothing,
that makes the wheel so useful.
We shape and fire clay into a vessel;
It is precisely the space within that makes the clay pots so useful.
We chisel out the doors and windows for a room;
It is precisely in these empty spaces that makes the room so useful.
Therefore benefit comes from what is there;
Usefulness comes from what is not there.

Distraction

The five colors causes one's eyes to become blind.
Racing horses and hunting causes one's mind to go mad.
Goods that are hard to obtain, pose an obstacle to one's travels.
The five flavors confuses one's palate.
The five tones causes one's ears to go deaf.

Therefore, in the government of the sage:
He is for the belly and not for the eyes.
Thus he rejects that and takes this.

The five colors
green, red, yellow, white and black

The five flavors
sweet, bitter, salty, sour and pungent

The five tones
C, D, E, G and A

Anxiety

Regard favor and disgrace with alarm.
Respect great distress as you do your own person.

What do I mean when I say
"Regard favor and disgrace with alarm?"
Favor is inferior.
If you get it - be alarmed!
If you lose it - be alarmed!
That is what I mean when I say
"Regard favor and disgrace with alarm."

What do I mean when I say
"Respect great distress as you do your own person?"
The reason that I have great distress
Is that I have a body
Without a body, what distress would I have?

Therefore, to one who values acting for himself
over acting on behalf of the world,
you can entrust the world.
And to one who in being parsimonious
Regards his person as equal to the world,
you can turn over the world.

The continuity of Tao

We look at it, but do not see it;
We name this "the minute."
We listen to it, but do not hear it;
We name this "the rarified."
We touch it, but do not hold it;
We name this "the level and smooth."

These three cannot be examined to the limit.
Thus they are merged as one.
One - there is nothing more encompassing above it,
and nothing smaller below it.
Boundless, formless! It cannot be named,
and returns to the state of no-thing.

This is called the formless form,
The substanceless image.
This is called the subtle and indistinct.
Follow it and you won't see it back;
Greet it and you won't see its head.
Hold on to the Way of the present -
To manage the things of the present,
And know the ancient beginning.
This is called the beginning of the thread of Tao

The Saints

The one who was skilled at practicing Tao in antiquity,
was subtle, mysterious, profound, and penetratingly wise.
His depth cannot be known.
It is only because he cannot be known,
That therefore, were I forced to describe him, I'd say:
Hesitant was he!,
Like someone crossing a winter stream.
Undecided was he!,
As though he was in fear of neighbors on all four sides.
Solemn and polite was he,
Like a visiting guest.
Scattered and dispelled was he!
Like ice that is about to melt.
Genuine unformed was he,
Like uncarved blocks of wood.
Merged, undifferentiated was he,
Opaque, like a muddy pool.
Broad and expansive was he,
Like a valley.
If you take a muddy pool and still it,
It gradually becomes clear.
If you bring something to rest in order to move it,
It gradually comes alive.
The one who preserves this Tao does not desire to become fulfilled.
Therefore he can wear out with no need to be renewed.

Trancending nature

To reach Emptyness is what we mean by the extreme.
To maintain tranquility is what we mean by the center
Side by side, the ten thousand things rise and fall
And by this I see their return.
Things come forth in great numbers;
Each one returns to its source.
This is called tranquility,
"Tranquility" - This mean to return to your fate.
To return to your fate is to be constant.
To know the constant is to be wise.
Not to know the constant is to be reckless and wild.
If you're reckless and wild,
Your actions will lead to misfortune.

To know the constant, is to be open-minded.
To be open-minded, is to be impartial.
To be impartial, is to act royally.
To be royal, is to be like Heaven.
To be like Heaven is to be [one with] the Tao.
If you are one with the Tao,
You will suffer no harm till the end of your days,

Rulers

With the highest rulers -
Those below simply know they exist.
With those one step down -
They love and praise them.
With those one further step down -
They fear them.
And with those at the bottom -
They ridicule and insult them.

Who does not trust enough
will not be trusted.
Hesitant and undecided!
Like this is his respect for speaking.
He completes his tasks and finishes his affairs
Yet the common people say,
"These things all happened by nature."

The loss of Tao

Therefore When the great Tao is rejected,
the virtues of humanity and righteousness arise.
When knowledge and wisdom appear,
It is then that the great hypocricy begins.

When the six relations are not in harmony,
Filial piety and compassion arise.
And when the country is in chaos and confusion,
it is then that Virtuous officials appear.

The six relations
Father, sun, older brother,
younger brother, husband and wife

Simplicity

Give up sainthood, renounce knowledge,
And the people will benefit a hundredfold.
Eliminate humanity, renounce righteousness,
And people will return to filial piety and compassion.
Give up ingenuity, renounce profit,
And bandits and thieves will disappear.

These three sayings -
Regarded as a text are yet not complete.
Thus we must see to it
That they have the following appended:

Manifest plainness and embrace the genuine;
Lessen selfinterest and make your desires few,
Eliminate learning and have no undue concern.

Oneness

Agreement and angry rejection;
How great is the difference between them?
Beautiful and ugly;
What is it like - the difference between them?
The one who is feared by others;
Must I also fear what others fear?
Wild, unrestrained. It will ever come to an end.

The multitudes are peaceful and happy,
Like climbing a terrace in springtime,
enjoying the sacrificial feast of the ox.

But I alone am calm and quiet -
not yet having given any sign.
Like a newborn baby before it learns to smile,
Tired and exhausted,
As though I have no place to return.
The multitudes all have more than they need,
I alone seem to have nothing.
Mine is the mind of a fool - ignorant and stupid!

The common people see things clearly;
I alone am in the dark.
The common people discriminate and make fine distinctions;
But I alone am muddled and confused.
Oh, I am formless!
Like the ocean;
Oh I am shapeless!
As though I have nothing in which I can rest.
The masses all have their reasons for acting;
I alone am stupid and obstinatie like a rustic.
But my desires alone differ from those of others -
For I am nourished by the Mother.

Expressions of Tao

The character of great Virtue
Follows only from the Way.
As for the nature of the Way -
It is without shape or form.
Formless! Shapeless! Inside there are images.
Shapeless! Formless! Inside there are things.
Hidden! Obscure! Inside are there essences.
These essences are very real,
Inside them is the proof.

From the present back to the past,
its name has never gone away.
It is by this that we comply
with the father of the multitude of things.
How do I know the father of the multitude is so?
By this.

Expressions of Tao

Bent over, you will be preserved whole;
When twisted, you will be upright;
When hollowed out, you will be full;
When Worn out, you will be renewed;
When you have little, you will attain much;
With much, you will be confused.

Therefore the Sage embrace the One
and in this way becomes shepherd of the World.
He does not show himself off;
Therefore he becomes prominent.
He does not put himself on a display;
Therefore he brightly shines.
He does not brags about himself;
Therefore he receives credit.
He does not praise his own deeds;
Therefore he can long endure.

It is only because he does not compete,
That therefore no one is able to compete with him.
The so called "Bent over, you will be preserved whole"
Of the the ancients was an expression
that was really close to it!
Truly "wholeness" will belong to him.

Acceptance and Contention

To talk little, is the way of Nature.
Fierce winds do not last all morning.
Heavy rain does not last all day.
Who makes these things!
If even Heaven and Earth
Cannot make these things last long,
How much more is this true for man?

Therefore one who devotes himself to Tao
Is one with Tao.
One who devotes himself to Virtue [and attainment]
is one with Virtue.
One who devotes himself to losing
is one with that loss.

To the one who is one with Virtue,
Tao also gives Virtue.
While for the one who is one with his loss,
Tao also disregards him.

Tumors

One who boasts is not established.
One who shows himself off does not become prominent.
One who makes a show is not enlightened.
One who brags about himself gets no credit;
One who praises himself does not long endure.

In the Way such things are called:
"Extra food and redundant action."
And with things - there are those who hate them
therefore followers of the Tao does not dwell in them.

Four infinities

There was something mysteriously formed out of chaos,
That was born before Heaven and Earth.
Quiet en still! Pure and deep!
It stands alone on its own and does not change.
It can be regarded as the mother of Heaven and Earth.
I do not yet know its name.
I style it "The Way".

For lack of a better word, I call it great.
Being great, it flows, it flows far away.
Having gone far, it returns.

Tao is great;
Heaven is great;
Earth is great;
And the king is also great."
These are the four great powers
And the king occupies one place among them.

Man models himself to the Earth.
Earth models itself on Heaven.
Heaven models itself on the Tao.
Tao models itself on what is natural.

Calm

The heavy is the root of the light;
Tranquility is the master of agitation.
Therefore the gentleman, traveling all day,
does not lose sight of his luggage carts,
Though there are beautiful things to be seen.
When he is safely inside a walled-in tavern
Only then does he trancends all concern.

How can the lord of ten thousand chariots
Treat his own person more lightly than the whole land?
If you regard the things too lightly
Then you lose your roots.
If you are restless, you lose your control.

Attention

A good walker leaves no track behind;
A good speaker makes no slips;
A good reckoner needs no tally.
A good closer of doors needs no bolt or lock,
And yet no one can open it.
Good binding of knots requires no rope or cord,
Yet no one can loosen it.

Therefore the sage is constantly good
In taking care of all men
And never rejects anyone;
Constantly good in taking care of things;
And never rejects useful goods;
This is called "Doubly bright".

Therefore the good man is the teacher of the good
And the bad man is the raw material for the good.
Do not value one's teacher
And do not cherish the raw goods-
Though one had great knowledge,
He would still be greatly confused.
This is called the essential of the sublime.

Being female

When you know the strength of man,
Yet keep a woman's care!
You will be the ravine of the country.
When you are the ravine of the country,
Your constant virtue will not leave.
And when your constant virtue does not leave.
You will return to the state of a little child.

When you know the pure,
Yet keep the soiled!
You will be the valley of the country!
When you are the valley of the country,
Your constant virtue is complete.
And when your constant virtue is complete,
You will return to the state of unvcarved wood.

When you know the white,
Yet keep the black.
You will be the model for the country!
And when you are the model for the country,
Your constant virtue will not go astray,
And when your constant virtue does not go astray,
You will return to the condition without limit.

When uncarved wood is cut up,
It is turned into vessels;
When the sage is used,
He becomes Head of the Officials.
Truly, great carving is done without splitting up.

Blindness

Fot those who like to take control
of the world and act on it -
I see that with this they simply will not succeed.
The world is a sacred vessel;
It is not something that can be acted upon.
Those who act on it, destroy it.
Those who hold on it, lose it.

With things - some go forward, others follow;
Some are hot - others submissive and weak;
Some rise up - while others fall down;

Therefore the Sage avoids extremes,
Excesses, and extravagance.

Violence

Those which advise their ruler in the way of Tao,
Do not use weapons to commit violence in the world.
Such deeds easily rebounds.
In places where armies are stationed,
Thorns and brambles will grow.
The good general achieves his result and that is all;
He does not use the occasion to seize strength from it.

He achieves his result, but does not become arrogant.
He achieves his result, but does not praise his deeds.
He achieves his result, and yet does not brag.
He achieves his results, yet he abides with the result
Because he has no choice.
This is called "Achieving one's result without using violence".

When things reach their prime, they get old;
We call this "Not the way of Tao".
What is not the way of Tao
Will come to an early end.

Tools of violence

As for weapons - they are instruments of ill omen;
And among creatures there are those that hate them.
Therefore, who is a follower of Tao, never use them.
When the wise man is at home, he prefers the left.
When at war, he honors the right.
Therefore, they are not a wise man's tools.

Weapons are instruments of ill omen;
When you have no choice to use them,
It is best to remain trnquil and calm.
You should never look upon them
As things of beauty.
If you see them as beautiful things -
This is to delight the killing of men.
And when you delight in the killing of men;
You will not realize your goal in the land.

Therefore, on happy occasions we honor the left,
But in mourning we honor the right.
Therefore, in the army the general stands on the left,
And the commander-in-chief stands on the right.
Which is so to say, that war is conducted like a funeral.
When multitudes of people are killed,
We stand before them in sorrow and grief.
When we are victorious in battle,
We treat the occasion like a funeral ceremony.

Shape

The Tao is forever undefined.
Though it seems small in its natural state,
No one in the world dares to treat it as a subject.
If kings and lords werer able to maintain it,
The ten thousand things would submit to them on their own.
And Heaven Earth would unite to send forth sweet dew.
By nature it would fall equally on all things,
With no one among the people ordering that it be so.

As soon as we start to establish a system,we have names.
And as soon as there are set names,
Then you must also know when it is time to stop.
By knowing to stop - in this way you averts trouble.
The presence of Tao in the world
is like the relationship of smal valley streams
to rivers and seas.

Virtue

To understand others is to have wisdom;
To understand yourself is to be wise.
To conquer others is to have strength;
To conquer yourself is to be strong.

To know when you have enough is to be rich.
To go forward with strength is a sign of ambition.
To lose not your place is to last long.
To die but not to be forgotten -
That is true long life.

Tao favours no one

The Tao flows and drifts everywhere,
both to the left and to the right.
It accomplishes its tasks and completes its affairs,
And yet for this it is not given a name.
The ten thousand things entrust their lives to it,
And yet it does not act as their master.

Thus it is constantly without desires.
It can be named with the things that are small.
The ten thousand things entrust their lives to it,
And yet it does not act as their master.
It can be named with the things that are great.

Therefore the Sage's ability to accomplish the great
Comes from his not playing the role of the great.
Therefore he is able to accomplish the great.

35

Peace

Hold on to the Great Image
And the whole world will come to you.
Come to you and suffer no harm;
But rather know great safety and peace.
Music and food -
For these passing travelers stop.
Therefore, of the Tao speaking, we say:
Insipid, it is ! It is lack of flavor.
When you look at it, it is not sufficient to be seen.
When you listen to it, it is not sufficient to be heard.
Yet when you use it, it can't be used up.

Influence

If you wish to shrink it,
You must certainly stretch it.
If you wish to weaken it,
You must certainly strenghten it.
If you wish to desert it,
You must certainly work close with it.
If you wish to snatch something from it,
You must certainly give something to it.

This is called the Subtle Light.
The submissive and weak conquer the strong.

Fish should not be taken out of the depths;
The state's sharp weapons should not be displayed.

Quieting the heart

Tao is constantly nameless,
Were kings and lords able to maintain it,
The ten thousand things would tranform on their own.
Having transformed, were their desires to become active,
I would subdue them with the nameless simplicity.

Having subdued them with the nameless simplicity,
I would not disgrace them.
By not being disgraced, they will be tranquil.
And Heaven and Earth will
of themselves be correct and right.

38

Religion

The highest virtue is not virtuous;
Therefore it truly has virtue.
The lowest virtue never loses sight of its virtue;
Therefore it has no true virtue.

The highest virtue takes no action
Yet it has no reasons for acting this way.
The highest humanity takes action,
Yet it has no reasons for acting this way.

The highest righteousness takes action
And it has its reasons for acting this way;
The highest propriety takes action
And when no one responds to it,
Then it angrily rolls up its sleeves
And forces people to comply.

Therefore when Tao is lost,
Only then do we have virtue.
When virtue is lost, only then do we have humantiy.
When humanity is lost, there is righteousness.
And when righteousness is lost,
Only then do we have propriety.
As for propriety,
It is but the thin edge of loyalty and sincerity,
And the beginning of disorder.
And knowledge of the future
Is only a flowery trapping of Tao.
It is the beginning of folly.

Therefore the great man
dwells in the Thick and not in what is thin.
and not what is on the surface,
Dwells in the fruit and not in what is a flower.
Therefore accept the One and reject the other.

39

Wholeness

Of Those in ancient times
That attained the one -
Heaven by attaining the One became clear;
Earth by attaining the One became stable;
Gods by attaining the One became divine;
Valleys by attaining the One became full;
Kings and lords by attaining the One,
Made the whole land ordered and secure.

Talking this to its logical conclusion we would say -
If Heaven were not by means of it clear,
It would, I'm afraid, shatter.
If the Earth were not by means of it stable,
It would, I'm afraid, let go.
If the gods were not by means of it divine,
They would, I,m afraid be powerless.
If the valleys were not by means of it full,
They would, Im afraid, dry up.
And if kings and nobles
were not by means of it noble and high,
They would, I'm afraid, topple and fall.

Therefore it must be the case
That the noble has the base as its root;
And it must be the case
That the high has the low for its foundation.
Therefore kings and nobles call themselves
"The orphan", "The widower" and "The one without grain".
This is taking the base as one's root, is it not?!

Therefore they regard their large numbers of carriages
As having no carriage.
And because of this,
They desire not to dazzle and glitter like jade,
But to remain firm and strong like stone.

Application of Tao

Returning is the motion of the Tao.
Weakness is the function of the Tao.
The things of the world
are born of being.
Being is born of not being.

41

Travellers

When the highest type of men hear of Way
With diligence they are able to practice it;
When average men hear of Tao
Some things they retain and others they lose.
When the lowest type of men hear of Way
They laugh out loud at it.
If they did not laugh at it,
It could not be regarded as the Way.

Therefore, there is a set saying about this that goes:

The bright Way appears to be dark;
The Way that goes forward appears to retreat;
The smooth Way appears to be uneven;
The highest Virtue is empty like a valley;
The purest white appears to be soiled;
Vast Virtue appears to be insufficient;
Firm Virtue appears to be thin and weak;
The simplest reality appears to change.

The Great Square has no corners;
The Great Vessel takes long to complete;
The Great Tone makes little sound;
The Great Image has no shape.

The Way is great but has no name.
Only the Way is good at beginning things
and also good to bring everything to fulfillment.

42

Harmony

The Tao gave birth to the One.
The One gave birth to the Two.
The Two gave birth to Three.
And the Three gave birth to the ten thousand things.
The ten thousand things carry Yin on their backs
and embrace Yang.
Through the blending of Ch'i
They achieve a state of harmony .

The things that are hated in the whole world
Are to be orphaned, widowed and worthless.
Yet Kings and lords take these as their names.
Thus with all things - some are increased by taking away;
While some are diminished by adding on.

Therefore, what other men teach,
I will also consider and then teach to others.
Thus, the strong and violent do not come to a natural end.
I will take this as the father of my studies.

43

Overcoming the impossible

The softest and most pliable thing in the world
Runs roughshod over the firmest thing in the world.
That which has no substance can enter
Into that which has no spaces or cracks.

I therefore know that there is benefit in taking no action.
The wordless teaching, the benefit of taking no action -
Few in the world can realize these!

44

Contentment

Fame or your health: Which matters more?
Your health or your wealth: Which is more precious?
Gain or loss: In which is there harm?

If your desires are great, you're bound to be extravagant;
If you store much away, you're bound to lose a great deal.
Therefore, if you know contentment, you'll be not disgraced.
If you know when to stop, you suffer no harm.
And in this way you can last a very long time.

45

Silence

Great accomplishment seems incomplete,
Yet its usefulness is never exhausted.
Great fullness seems to be empty,
Yet its usefulness is never used up.
Great straightness seems to be twisted;
Great skill seems to be clumsy;
Great eloquence seems to stammer;
Great surplus seems to be lacking.
Activity overcomes cold.
Tranquility overcomes heat.
If you are quiet and tranquil
You can become the ruler of the world.

46

Desire

When the world has the Way,
Ambling horses are retired to fertilize fields.
When the world lacks the Way
War horses are bred outside the city.
Of sins - none is greater
than having things that one desire,
Of disasters - none is greater
than not knowing when one has enough.
Of defects - none brings greater sorrow
than desire to attain.

Therefore he who knows that enough
is enough is abiding contentment indeed.

47

Experience

No need to leave your door,
To know the whole world.
No need to peer through your windows,
To know the Way of Heaven.
The further you go,
the less you know.

Therefore the Sage knows without going;
Names without seeing;
And completes without doing a thing.

48

Knowledge

Those who work at their studies
Increase day after day;
Those who have heard the Tao
Decrease day after day.

They decrease and decrease,
till they get to the point where they do nothing.
They do nothing and yet there is nothing left undone.
When someone wants to take control of the world,
He must always be unconcerned with affairs.
For in a case where he is concerned with affairs,
He will be unworthy as well,
of taking control of the world

The world of others

The Sage constantly has no mind of his own.
He takes the mind of the common people as his mind.

Those who are good, he regards as good.
Those who are not good, he regards also as good.
In this way he attains goodness.
Those who are trustworthy, he trusts.
Those who are not trustworthy, he also trusts.
[In this way] he gets their trust.

As for the Sage's presence in the world - he is one with it.
And with the World he merges his mind.
The common people all fix their eyes and ears on him.
And the Sage treats them all as his children.

50

Life and death

We come out into life and go back in death.
The companions of life are thirteen;
The companions of death are thirteen;
And yet people, becuse they regard life as LIFE,
In all of their actions move forward to the thirteen
that belong to the realm of death.
Now, why is this so?
Because they regard as LIFE.

You have no doubt heard of those
who are good at holding on to life:
When they walk through hills,
They do not avoid rhinoceros or tiger.
When they go to battle,
They do not put on armor or shields:
The rhinoceros has no place to probe with its horn;
The tiger has no place to put its claws;
And weapons find no place to hold their blades.
Now, why is this so?
Because there is no place for death in them.

Love

Tao gives birth to them and Virtue nourishes them.
Substance gives them form
And their unique capacities complete them.
Therefore the ten thousand things
As for their veneration of Tao and their honouring of Virtue -
No one rewards them for it; it is constantly so on its own.

Tao gives birth to them,
nourishes them and matures them,
Completes them, rests them,
Rears them, supports them,
And protect them.
It gives birth to them
But does not try to own them;
It acts on their behalf
But does not make them dependent;
It matures them
But does not rule them.
This is what we call Profound Virtue.

Restraint

The World had a beginning,
Which can be considerd as the mother of the World.
Having attained the mother,
In order to understand her children,
If you return and hold on to the mother,
Until the end of your life you will suffer no harm

Block up the holes;
Close the doors;,
And till the end of your life you will not labor.
Open the holes;
Meddle in affairs;
And till the end of your life
you will not be saved.

To perceive the small is called "discernment".;
To hold on to the pliant is called "strength".
If you use the rays, to return to the bright light,
You will not abandon your life to peril.
This is called Following the Constant.

Distractions

Were I have the least bit of knowledge,
In walking on a Great Road
it is only going stray that I Would fear.
Keeping to the main road is easy,
But people greatly delight in tortuous paths.

The courts are swept very clean;
While the fields are full of weeds;
And the granaries are all empty.
Their clothing - richly embroidered and colored,
While at their waists they carry sharp swords,
And indulge themselves with food and drink;
And of possessions they have plenty.
It is called thievery!
And thievery is certainly not the way of Tao.

54

Go by love

What is firmly set up
cannot be pulled down.
What is firmly embraced cannot slip away.
And our sons and grandsons, as a result,
Will sacrifice without end.

When you cultivate it in your self,
Your virtue will then be genuine;
When you cultivate it in your family,
Your virtue will then overflow;
When you cultivate it in your village,
Your virtue will then be long lasting;
When you cultivate it in your nation,
Your virtue will then be abundant;
When you cultivate it throughout the world,
Your virtue will then be widespread.

Use the individual to examine the individual;
Use the family to examine the family;
Use the village to examine the village;
Use the nation to examine the nation;
And use the world to examine the world.
How do I know that the world is so?
By this!

55

Love and Nature

One who embraces the fullness of Virtue
Can be compared with a newborn child.
Wasps and scorpions, snakes and vipers
Will not sting him;
Birds of prey and fierce beasts
Do not seize him;
His bones are soft, his muscles weak and pliant,
Yet his grip is firm.
He has not experienced the union of
Man and woman, yet his organ is aroused.
This is because his essence is at his height.
He can scream all day,
Yet without becoming hoarse.
This is because his harmony is at its height.

To know harmony is called "the constant."
To know the constant is called "being wise."
To add on to life is called "a bad omen."
For the mind to control the breath -
That is called "forcing things."

When things has reached their prime they get old.
This is called "not the way of Tao."
What is not the Way
Will come to an early end.

56

Impartiality

Those who know do not talk about it.
Those who talk do not know about it.
He blocks up his holes,
Closes his doors,
Softens the glare,
Settles the dust,
Files down the sharp edges,
And unties the tangles.
This is called the profound union.

Therefore, there is no way
To get intimate with him.
There is no way to benefit him,
But there is also no way to harm him.
There is no way to ennoble him.
But there is also no way to debase him
For this reason he is the noblest thing in the world.

57

Government

Use the upright and correct to order the state;
Use surprise tactics when you use troops.
Use unconcern with affairs
To take control of the world.

How do I know that this is so?
Well, the more taboos and prohibitions
There are in the world,
The poorer the people will be;
The more sharp weapons the people possess,
The more muddled the states will be.
The more knowledge and skill people have,
The more novel things will appear.
The more legal matters are made prominent,
The more robbers and thieves there will be.

Therefore the words of the Sage say:
I do nothing,
And the people of themselves are transformed.
I love tranquility,
And people of themselves are upright.
I am unconcerned with affairs,
And the people of themselves become rich.
I desire not to desire,
and the people of themselves
Are genuine and simple,
like unvarved wood.

Be forgiving

When the government is muddled and confused,
The people are genuine and sincere.
When the government is discriminate and clear,
The state is crafty and cunning.

Disaster is that on which good fortune depends.
Good fortune is that in which disaster is concealed.
Who knows where it will end?
For there is no [fixed] "correct".
The correct turns into the "deviant".
And good turns into evil.
People's state of confusion
Has certainly existed for a long time.
Therefore be square but do not cut,
Be sharp but do not stab,
Be straightforward but not unrestrained,
Be bright but do not dazzle.

Restraint

For ordering humanity and serving Heaven,
Nothing is so good as being sparing.
For only if you are sparing can you,
Therefore, early submit to The Way.
Early submission - This is called
To repeatedly accumulate Virtue
If you repeatedly accumulate Virtue,
Then there is nothing you cannot overcome.
When there is nothing you cannot overcome,
No one knows where it will end,
You can possess the state.
And when you possess the mother of the state,
You can last a very long time.
This is called having deep roots
and a firm base.
It is the Way of long life and long-lasting vision.

60

Emotions

Ruling a large state is like cooking a small fish.
When you use the Way to govern the world,
Evil spirits will not have godlike power,
It is that their power will not harm men.
But it is not only that their powers will not harm men,
The sage also, will not harm them.
Since these two do not do not harm others,
Therfore their Virtues intermingle and returns to them.

International relations

A large state is like the lower part of a river.
It is the female of the world.
It is the meeting point of the world.
The female constantly overcomes
The male with tranquility.
Because she is tranquil,
Therefore she is fittinly underneath.

The large state - if it is below the small state,
Then it takes over the small state.
The small state - if it is below the large state,
Then it is taken over by the large state.
Therefore some by being low take over,
And some by being low are taken over.

Therefore a large state merely desires
To unite and rear others;
While the small state desires
To enter and to serve others.
If both get what they want,
Then the large state should
Fittingly be underneath.

62

Sin

The Way is that toward which all things flow.
It is the treasure of the good man,
And that which protect the bad.

Beautiful words can be bought and sold;
Honored deeds can be presented to others as gifts;
Even with things that people regard as no good -
Will they be rejected?
Therefore when the Son of Heaven
is being enthroned or the Three Ministers installed,
Though you might salute them with gifts of jade
Preceded by teams of four horses,
That is not so good as sitting still and offering this.
That is the reason why he ancients
valued this - what was it?
Did they not say,
Those who seek with this, will attain,
And those who commit offenses with this, will escape?
Therefore, it is the most valued thing in the world.

63

Work

Act without acting.
Serve without concern for affairs.
Find flavor in what has no flavor.

Regard the small as large, and the few as many.
And repay resentment with kindness.
Plan for the difficult while it is easy;
Act on the large when it is minute.
The most difficult things in the world
Begin as things that are easy.
The most difficult things in the world
Arise from the minute.
Therefore the sage, to the end,
Does not strive to do the great.
Those who too lightly agree,
Will necessarily be trusted by few;
And those who regard many things as easy,
Will necessarily end up with many difficulties.
Therefore, the Sage always regards things as difficult,
And as a result, in the end he has no difficulty.

64

Care at the beginning - Care at the end

What is at rest is easy to hold;
What has not yet given a sign, is easy to plan for;
The brittle is easily shattered;
The minute is easily scattered.
Act on it before it comes into being;
Order it before it turns into chaos.

A tree so big as a man's embrace
Starts out as the tiniest shoot;
A terrace of nine stories high
Rises up from a basket of dirt.
A high place of a hundred or thousand feet high
starts under your feet.

Those who act on it ruin it;
Those who hold on to it lose it.
Therefore the Sage does not act,
And as a result, he does not ruin things,
He does not hold on to things,
And as a result, he does not lose things.
In people's handling of affairs,
They always ruin things
When they are right at the point of completion.
Therefore we say, If you are as careful at the end
As you were at the beginning, you will have no failures.

Therefore the Sage seeks freedom from desire
And does not value goods that are hard to obtain.
He learns not to learn
And returns to what the masses pass by.
He could help the ten thousand things
To find their own nature,
Yet he dare not do it.

65

History

Those who practiced Tao in antiquity,
Did not use it to enlighten the people,
Rather they used it, to make them dumb.
Now the reason why people are difficult,
Is because their knowledge.
As a result, to use knowlwedge to rule the state
Is thievery of the state.
To use ignorance to rule the state
Is kindness to the state.
One who constantly understands these two,
Also understands the principle.
To constantly understand the principle -
This is called Profound Virtue.
Profound Virtue is deep, is far-reaching,
And together with things it returns.
Thus we arrive at the Great Accord.

66

Lead by following

The reason why rivrs and oceans are able
to be the kings of the hundred valleys is
that they are good at being below them.
For this reason they are able to be the kings
of the hundred valleys.

Therefore in the Sage's desire to be above the people,
He must in his speech be below them.
if he would lead them, he must follow behind.
And in his desire to be at the front of the people
He must in his person be behind them;
Thus he dwells above,
Yet the people do not regard him as heavy;
And he dwells in front,
Yet the people do not regard him as posing a threat.
The whole world delights in his praise
and never tires of him.
It is not because he is not contentious,
That as a result, no one in the world
can content with him.

67

Three treasures

The whole world says, I am the Great;
Great and unlike everyone else.
But it is precisely because I am unlike everyone else,
That I am therefore able to be the Great.
Were I like everyone else,
For a long time now I would have seemed
insignificant and small.

I hold and keep three treasures;
Hold on to them and treasure them.
The first is compassion;
the second is frugality;
The third is not presuming to be
At the forefront of the world.
Now. it is because I am compassionate
that I therefore can be courageous;
And, it is because I am frugal
that I therefore can be generous;
And it is because I do not presume
To be at the forefront of the world,
That I therefore can be the head
of those with complete talent.

Now, if you abandon this compassion,
and yet try to be courageous,
And if you abandon this frugality,
And yet try to be generous;
And if you abandon this staying behind
And yet try to be first.
Then you will die

If with compasssion you attack, you will win;
If you defend, then you will stand firm.

When Heaven is about to establish him,
It is as though he surrounds him
with the protective wall of compassion.

Using men

Therefore, one who is good at being a warrior,
Does not make a show of his might;
One who is a good in battle does not get angry;
One who is good at defeating the enemy
Does not engage him.
And one who is goed at using men
Places himself below them.
This is called the Virtue of not competing;
This is called the ability to deal with people.
This is called matching Heaven.
It is the high point of the past.

69

Ambush

Those who use weapons have a saying which goes:
"I do not presume to act like the host
but instead play the part of the guest;
I do not advance and inch
but would rather retreat a foot".

This is called moving forward
without appearing to move -
Rolling up one's sleeves
without showing one's arms -
Grasping firmly, without holding a weapon -
And enticing to fight when there is no opponent.

Of disasters, there is no greater catastrophe
Than thinking you have no rival.
To think you have no rival,
Is to come close to losing my treasures.
Therefore when weapons are raised,
and opponents are fairly well matched,
Then is the one who feels grief that will win.

70

Individuality

My words are easy to understand
and easy to put in practice,
Yet no one in the world do understand them,
And no one put them into practice.

Now, my words have an ancestor.
And my deeds have a lord.
And it is simply because [people]
have no understanding [of them],
That they therefore do not understand me.

But when those who understand me are few;
Then I am of great value.
Therefore the sage wears coarse woolen cloth
But inside it, he holds on to jade.

71

Sickness

To know that you do not know is best.
Not to know that you do not know is a sickness.
Therefore the Sage is not sick.
The sage is not sick because he is sick of sickness.
Therefore, he is not sick.

72

Diplomacy

When the people do not respect those in power,
Then what they greatly fear, is about to arrive.

Do not narrow the size of the places in which they live;
Do not oppress them in their means of livelihood.
It is simply because you do not oppress them,
That they therefore will not be fed up.

Therefore the sage knows himself
but does not show himself;
He cherishes himself but does not value himself.
For this reason he lets go of that and chooses this.

73

Fate

If you are brave in being daring, You will be killed.
If you are brave in not being daring, you will preserve life.
With these two things, in one case there is profit,
In the other there is harm.

The things that Heaven hates - Who knows why?
The Tao of Heaven is not to fight
And yet to be good at winning -
Not to speak, and yet to respond with skills -
Not to summon it, yet to let it come on its own -
To be at ease and yet to plan with care.
the Even age is unsure of this.

Heaven's net casts wide.
Though its meshes are course,
nothing slips through.

Tyranny

If the people were constant in their behaviour
and yet did not fear to die,
How could you use execution to threaten them?
If you brought it about that the people
were constant in their behaviour
en moreover feared to die,
And we took those who behaved in abnormal ways
and killed them -
Who would dare act in this way?

If the people are constant and moreover necessarily fear to die,
Then we constantly have one in charge of executions.
Now killing people in place of the one in charge of executions,
This is like cutting wood in place of the master carpenter.
And of those who cut wood in the place of the master carpenter, only few do not hurt their hands.

Extremis

The reason why people starve,
Is because they take so much in tax-grain.
Therefore the people are starving.

The reason why the common people cannot be ruled,
Is because their superiors have their reasons for acting.
Therefore they cannot be ruled.

The reason why people take death lightly,
Is because they so avidly seek after life.
Therefore the people take death lightly.
Only those who do not act for the purpose of living -
Only those are superior to those who value life.

76

Flexability

When people are born, they are supple and soft;
When they die, they end up stretched and stiff;
When the ten thousand things, grasses and trees are alive,
They are supple and pliant;
When they are death they are withered and dried out.

Therefore we say that the firm and rigid
are the companions of death,
While the supple, the soft, the weak and the delicate
are the companions of life.

If a soldier is rigid, he will not win;
If a tree is rigid, it will come to its end.
Rigidity and power occupy the inferior position;
Suppleness, softness, weakness and delicateness

77

Balance

The Tao of Heaven is like the bending of a bow.
The high it presses down, and the low it raises up.
To those with a surplus, it takes away;
To those without enough, it adds on.
Therefore the way of Heaven
is to reduce the excessive
and increase the insufficient;
The way of Man -
Is to reduce the insufficient
and offer more to the excessive.
Now, who is able to have a surplus
And use it to offer to Heaven?
Clearly it is only the one who possesses Tao.

Therefore the Sage -
Takes action, but do not possess them;
Accomplishes his tasks - but does not dwell on them.
Like this, is his desire
Not to make a display of his worthyness.

Accept responsibility

In the whole world nothing is softer
and weaker than water.
And yet for attacking the solid and strong,
nothing can beat it,
Because there is nothing that can replace it.
That water can defeat the strong -
That the weak can defeat the strong -
There is no one in the world that does not know it,
and yet there is no one who can put it into practice.
For this reason, the words of the Sage say:
To take on yourself the disgrace of the state -
This is called being the lord of earth and grain;
To assume responsibility for all ill-omened events in the state -
This is called being the king of the World.
Correct words seem to say the reverse
Of what you expect them to say.

79

Reconciliation

To make peace where there has been great resentment,
There is bound to be resentment left over.
How could this be regarded as good?
Therefore the Sage holds The right tally
Yet makes no demands of others.
For this reason, those who have virtue
are in charge of the tally;
Those without Virtue are in charge of the taxes.
The Tao of Heaven is impartial
It stays always with the good men.

Utopia

Let the states be small and the people few -
Bring it about that there are weapons for "tens" and "hundreds",

A Wealth of Medical Literature from the PJS Centennial Edition 1906-2006

Abstract

Out of more than 4,000 articles in 134 volumes of the Philippine Journal of Science (PJS) Centennial Edition (1906-2006), 11 volumes published during the pre-war period were dedicated to medical sciences, containing more than 300 articles on various medical topics. A one-time 30-minute various keywords searches in the subject and title categories of the STII-DOST OPAC (Analytics) on 24 January 2008 yielded more than 600 resulting articles. The results proved a wealth of medical literature in PJS, however small (only 0.15 percent of the total number of articles covered), not so much in terms of quantity but in terms of historical insights into the practice of medicine in the country during the American colonial period.

Introduction

This study was made to assess the quantity and quality of medical literature contained in the Philippine Journal of Science (PJS) Centennial Edition, for the purpose of advising medical students who may want to do research regarding the practice of medicine in the Philippines during the American colonial period.

The PJS was first published by the Bureau of Science in 1906. Its first editor was Dr. Paul Freer, a professor of Chemistry in the University of Michigan before he came to the Philippines to serve as Director of the Bureau of Government Laboratories in 1902, which became the Bureau of Science in 1905. As soon as the Bureau of Government Laboratories was in place, a small library was immediately established.

It is amazing to note that today, there is this scholarly belief that the library is the most appropriate publisher of research journals. We know this is a sound fundamental belief because the PJS was conceived, born, and nurtured in the library of the Bureau of Science. At present, the PJS is being published by the Science and Technology Information Institute, which serves as the central library for the entire DOST System. PJS is one of the six Philippine journals cited by ISI now known as Thomson Scientific. As we know, the Thomson Scientific, based in the US, is looked up to as the leader in the international standard of excellence for scholarly journals of all disciplines.

When we talk about journals, we cannot help but think about Open Access. Open Access is free, immediate, permanent, full-text, online access, for any user, Web-wide, to digital scientific and scholarly material, primarily research articles published in peer-reviewed journals. An open-access article has limited copyright and licensing restrictions which means-- anyone, anywhere, with access to the Internet may read, download, copy, and distribute that article.

The first major international statement on open access was the Budapest Open Access Initiative in February 2002. Open Access is very much a trend of the 21st century information world. Countries who are supportive of Open Access are the US, UK, Canada, Brazil, India, and Japan. We are aware of the HighWire Press, a division of the Stanford University Libraries, hosting the largest repository of high impact, peer-reviewed content, with more than a thousand journals and more than four million full text articles from over a hundred scholarly publishers. HighWire-hosted publishers have collectively made more than 1.8 million articles free. With its partner publishers, HighWire Press produces 71 of the 200 most-frequently-cited journals.

Other excellent sources of Open Access journal collections are the PubMed Central, BioMed Central, PLoS (Public Library of Science), SciELO (Scientific Electronic Library Online)

There is also the Open Journal System of the Public Knowledge Project in which the Stanford University is also involved together with the Simon Fraser University in Canada which aims to expand and improve access to research.

Is the Philippine Journal of Science in the Open Access? It should be. The volumes published from 1906 up to 1922 are technically in the public domain and thus open for use by the public for free; free for research and educational purposes only but not for commercial profit. The Philippines is a signatory to the Berne Convention of August 1951 in Paris. No signatory in the Berne Convention ever hold a copyright in perpetuity. Works published before 1923 or those 95 years before the current year are considered in the public domain. The first Berne Convention was held in Paris in 1896 and then there were succeeding meetings to amend the provisions. It is expected that the PJS editorial board will soon come up with a formal instruction to make the earlier volumes of PJS available to Open Access through the STII-DOST OPAC. In the meantime, those earlier volumes of PJS can be accessed by the public from the online archive of the University of Michigan Library.

The Open Journal System of the Public Knowledge Project based in Canada advocates that libraries are the appropriate publishers of scholarly journals.

It can be stated that the STII which is home to the central library of the DOST System, is indeed the appropriate publisher of the PJS; and eventually when it has established its capacity to handle electronic / Web publishing— of all other scholarly journals in the DOST System.

Even with a selected open access policy, the STII Library can still make significant contributions to research and the knowledge-driven economy, if it publishes all the DOST journals and indexes the same towards making them available via federated searching in the envisioned ASEAN Portal. Such nurtures the high impact factor (high frequency citation) of journals; as well as filter down the benefits of science to the grassroots because scholarly research results are made available to every child, woman, and man who has access to Internet. Every child, woman, and man may not always have a need for scholarly information but it is always there whenever they need it. People may wish to read the scholarly literature on medicine when members of their families or they themselves are sick. We hope there will come a time when people will also read PJS each time they need to know more about tropical medicine.

Medical Literature in PJS

Methodology
This was how I conducted the study of the medical literature in the PJS centennial edition. First, I browsed through the printed PJS Centennial Index and discovered 319 medical articles and some 40 medical topics. I listed the topics and then used them as keywords in my online search at the STII-DOST OPAC Analytics. I would like to clarify here that I did the online search as an account holder of the system module. I still have to try doing the search as an outside researcher and find out if the same results will be obtained in such a short time as 30 minutes. Then I tabulated the results (as can be seen in Fig. 1). Of course, I have to go back to the OPAC later to download selected full texts to be able to read the contents.

More than 600 articles resulted by typing 40 keywords in the search field of the STII-DOST OPAC. The most number of results, yielding 289 articles, were the keywords search “Medical science,” followed by 41 articles from the keyword search “Leprosy,” 30 articles each from the keywords search “Medicinal plants” and “Yaws;” and 27 articles each from the keywords search “Malaria” and “Cholera.” Some 23 articles resulted from the keyword search “Virus.” More than ten articles resulted from the search using the keywords “Dysentery,” “Syphilis,” “Vaccine,” “Toxicity,” and “Tuberculosis.”

It was good that the printed PJS Index had an author index wherein the search for Eduardo Quisumbing, the expert on medicinal plants, yielded 11 articles; and the search for Honoria Acosta-Sison, the first Filipina doctor, mother of Philippine obstetrics resulted into one article. Author search is not available yet in the STII-DOST OPAC.

It is also worth citing here the first article authored by a Filipino, “Obstetrics in the Philippine Islands,” by Dr. Fernando Calderon, published by the PJS in 1908. Dr. Calderon was one of the leading Filipino obstetricians during the American colonial period and the first director of the Philippine General Hospital. He read that same paper in the 5th Annual Meeting of the Philippine Islands Medical Association in Manila on 29 February 1908.

The medical literature in the PJS Centennial Edition comprised only .15 percent of the total number of articles, but we consider it already a wealth of information, much valued for the historical insight it offers into the practice of medicine in the country during the American colonial period.

Medical Science (289 Articles)
There were 289 articles under the subject “Medical Science.” One of the more interesting articles was about Albinism in the Philippines written by Heiser & Villafranca in 1913. We are familiar with Albinos as those people with red or yellow hair and white to reddish or yellowish complexion. They are commonly called “Anak Araw” in Tagalog. The Philippines, South America, and other places where dark complexion dominates produce more cases of Albinism than other regions. Albinism is a disease due to faulty development of pigment-producing mechanism in the body. It is neuropathic in origin, resulting from defects in the nervous constitution of the ancestors.

It is good to know the scientific background of Albinism specially to educate primitive societies that may still exist in undeveloped countries that regard Albinos as omens of evil. In 1913, Albinos are being killed in Africa. In the Visayan region of the Philippines at that time, Albinos are neither hated nor admired. They were just regarded as people who had incurred the displeasure of the spirit. From this research of Villafranca & Heiser, one learns that Albinism is also found in vegetables and lower animals such as carabaos, pigs, and rats.

Medicinal Plants (30 Articles)
There were 30 articles under the subject “Medicinal Plants.” There were articles by Masilungan and others about the anti microbial activity of extracts from Acacia leaves in 1958; anti tuberculosis in 1959; and anti cancer in 1964. Villasenor and others did a study in 1998 about the anti diabetis plants namely Banana flowers, Tanglad leaves, Kamote leaves, Macopa leaves, Mango leaves, and Ampalaya.

Leprosy (41 Articles)
There were 41 articles under the subject “Leprosy,” regarding the Kahn test, blood chemistry studies, bacteriology of leprosy, serology of leprosy, etiology of leprosy, as well as drugs and treatment for leprosy.

Yaws (30 Articles)
There were 30 articles under the subject “Yaws.” Yaws is a tropical infection of skin, bones, and joints caused by the spiral shaped bacteria Spirochete. One of the interesting articles was “The Histology of Healing Yaws” written in 1923 by Ernest Goodpasture of the U.P. College of Medicine.

Malaria (27 Articles)
There were 27 articles under the subject “Malaria,” regarding observations upon Malaria (1906); incidence and complications of Malaria in the Philippines (1910); a new Philippine Malaria mosquito (1914); and notes on Malaria transmission (1928).

Cholera (27 Articles)
There were 27 articles under the subject “Cholera,” among the more significant of which were five, namely —
(1) Some Considerations with Regard to the Cause of the Frequent Reappearance of
Cholera in the Philippine Islands, with Statistics Beginning 1902 to 1908
(2) Histopathology of the Intestine in Cholera
(3) Bacteriological Investigation of Faeces and Bile of Cholera Cases and Cholera
Carriers
(4) A Poisonous Constituent in Cholera Stools
(5) The Treatment of Cholera by Injection of Hypertonic Saline Solutions with a Simple
and Rapid Method of Intra-Abdominal Administration

Virus (23 Articles)
There were 23 articles about the subject “Virus.” The article of St. John and others which discussed how it was possible to transmit the virus of dengue from an infected to a normal Aedes aegypti mosquitoes without passage through a vertebrate host was significant, and may have led to a more complete knowledge of the life history of the virus.

Dysentery (19 Articles)
There were 19 articles about the subject, “Dysentery,” among them about infantile dysentery written in 1908 by Bowman; and dysentery carriers in 1925 by Ana Velasquez-Colet of the Bureau of Science.

Vaccine (16 Articles)
There were 16 articles under the subject “Vaccine,” among them, an article about cobra anti-venum serum production at the Alabang Serum and Vaccine Laboratory in 1956, written by Walfrido & Salafranca. Perhaps this same laboratory was the forerunner of the present RITM or Research Institute for Tropical Medicine located also in Alabang.

Toxicity (15 Articles)
There were 15 articles under the subject “Toxicity.” In 1992, Erlina Kua and Fabian Dayrit did a study on the environmental impact of detergents, particularly the toxicity of Alkylbenzene Sulfonates (ABS) and coconut fatty alcohol sulfates towards fish and rat.

Tuberculosis (14 Articles)
There were 14 articles under the subject “Tuberculosis” regarding its clinical epidemiology, profiles of patient, study of a thousand TB cases, and treatment.

Syphilis (14 Articles)
There were 13 articles under the subject “Syphilis” regarding serologic studies, Wasserman and Kahn tests, immunology, and treatment with Neosalvarsan which became available in 1912 with high-risk side effects. Penicillin replaced Neosalvarsan as treatment for Syphilis in the 1940s.

Conclusion
Despite the fact that out of the more than 4,000 articles published by PJS during a hundred-year period, only more than 600 articles (or a mere 0.15 percent)) were about the medical sciences-- it can be said that such were already a significant body of historical knowledge about the practice of tropical medicine during the colonial period in the Philippines. The articles on medicinal plants are as valuable today as they were in those early years.

It can be noted that the very first issue of PJS carried an article about Dengue. A century after, Dengue continues to threaten the civilized world and is one of the most urgent areas in European researches.

Being aware of the medical literature in PJS, librarians are in a better position to offer advise to student-researchers who may want to do a historical study of medical practice in colonial Philippines; or perhaps, discover the valuable articles about Philippine medicinal plants.

Publication of the student-writers' work on the Internet has become a valuable incentive for writing. With ICT, Creative Writing is transformed to Creative eWriting, which means writers create with digital technology and publish their work on the Web or through other digital media such as email and compact discs (CD).

The use of creative writing as a strategy to enhance achievement can be tied to A. H. Maslow's hierarchy of needs, which includes the need for psychological well-being, need for safety, need for love and belonging, need for self-esteem, need for self actualization, need for understanding, and need for aesthetics.

Of course, not all young people are inclined to writing. Some may be the athletic type who go for sports, others the performing types who are inclined to music, dance, and theater. But everyone, regardless of personality type and interest, has the need to express his/her thoughts and feelings honestly for catharsis and for self-discovery and self-knowledge. Creative writing is an excellent venue for such self-expression.

In this Creative eWriting project, the young writers, who are 4th year public high school students, are encouraged to write on their own terms. There are no rules for writing, only reading selections and guides to inspire and help them to begin the act and process of writing.

The project began with a prototype book, called Creative Expressions, which serves as the writing activity book. It consists of 50 reading selections, 10 writer's tips, 10 warm-up writing activities, and 50 writing activities. It encourages the users to compile all writings as their first book. Parents and teachers are encouraged to publish the students' writings in an anthology and sell copies to neighborhood parishes, convenience stores, and barangays. This was the original intent of the book when it was first printed in 2001.

The book has been revised in accordance with the evaluations of what was then the Department of Education, Culture and Sports (not the Department of Education) when it was submitted to the DECS Call for Supplementary Learning Materials in May 2000. It was supposed to be re-submitted for evaluation again hopefully when DepEd would have issued another call in 2005, this time with a CD-ROM version accompanying the print version, but no such call was issued on that year. The CD-ROM is a cheaper alternative to providing every student with a copy of the printed book as the CD-ROM can be used by all of the 4th year high school class sections of a school once its content has been uploaded to the school server.

As of August 2004, the CD-ROM has been made available to 100 public schools who are beneficiaries of the Ayala Foundation Inc. initiative under the ConnectEd consortium. Moreover, Creative Expressions ebook on PDF is included in the Literature CD being offered at cost by the Science and Technology Information Institute in support of the WSIS Declaration 2003 Geneva, facilitating access to public domain information (sec. B3, par. 25) and consistent with fair use (for educational purpose).

The revised version of the book provides the URL (http://www.geocities.com/youngpinoywriters) of its online version and the email address (youngpinoywriters@yahoo.com) of the author where the young writers can submit their works for online publication.

There is no place in the world I'd rather be than here, in my IRAD office with my PC. A whole world of happiness and possibilities exist. In here I watched on the YouTube 30 minutes before going home, how to dance the Sway while Michael Buble sang (I watched him too; and Freddie Mercury of the Queen band singing "Love of My Life" and "Bohemian Rhapsody;" also Linda Ronstadt performed "Blue Bayou").

Personal memory is the database we carry with us 24/7. This blog and its hyperlinks are a portion of my mind and heart I want to share with humanity, to connect in life and love and spirit. Cymbeline was here. She lived life to the fullest, she took risks, she loved, she created, she laughed with all her laughters and wept with all her tears! I love you, world; I embrace you, human race.

When I move onto the next realm, I will always remember the people, events, places, and things of this earth.

A night to remember with friends

After the Gabi ng SinAg (Sining Agham) concert at the UP Theater in Diliman, I (in black on the foreground) and my colleagues at STII had a late dinner at KFC along the way home. The concert was in celebration of the 50th year anniversary of the Department of Science and Technology. Ms. Pilita Corrales sang "A Million Thanks to You" at the finale and the song "Sana'y Wala ng Wakas" was performed by the musicians from the University of the Philippines.

Mi (Carmi) assured me she will program the print format of volume 12 of Philippine Men and Women of Science (PMWS) I'm working on now. But the italics for the journals' titles is a problem. Then we don't italicize. But the punctuations can be programmed so that there will be no more errors with regards to the periods and commas. Thank God I am so blessed with Mi to work with!

Why the Database is the new genre

We are used to thinking in narratives. We even dream in narratives-- sequential. There is always a begining, a middle, and an end. That was the traditional paradigm. With the advent of ICT in the 21st century and its resulting information overload, people, particularly those exposed to computers and Internet began to think in lists format. Life began to appear as a collection of people, object, events, things to do. Our feelings, thoughts, and plans are a collection of lists in our mind. Slowly we make a room for thinking in lists and not only in narrative where there is chronology. Now we think and even talk in hyperlinks. One key word or idea leads to another key concepts which in turn lead to another and more in endless labirynthian subsets.

I have fallen in love with the database. It's a whole new world. Maybe I do not have a choice. I have to love it to endure the task of providing the missing punctuations (at least temporarily, because soon all the required punctuations will be programmed to appear wherever these are required in the system) in the database-generated RTF manuscript which I converted into MS Word wherein I make the corrections. The target end product is a publication. From the Scientists Database, we publish the Philippine Men and Women of Science.

Database as a new genre

The database is the new genre of the 21st century, a new way of expressing the meaning of human experiences. At the moment I am head of the STII Web Databases System. Out of the databases we produce publications. For instance, from the Scientists Database, we publish the Philippine Men and Women of Science. I am now editing the manuscript. I have learned that the period after each of the bibliographic entries in the Papers Presented and Publications can be programmed. The same with the period after et al. The same thing for the comma after the name of every author if there are several authors of an article. Our programmer promises to do this for the print format of the future issues. Meanwhile, I have to manually put all the missing periods. I will do this now and not ask anymore the data encoder to go back to the records to make the corrections. I console myself with the thought that next time, my quality assurance (proofreading / editing tasks) will be easier.

My Sanctuary

These photos I discovered this morning at DesiretoInspire.blogspot.com speak eloquently of my sacred place. That could be the stairway to my library and the other two pictures are corners of the sanctuary, a place where I am free to nurture what is dearest and most precious to me, in the company of others I do not know, connecting to them both the living and the dead through time and distance, a miracle made possible by the noble profession of librarianship, which is essentially meticulous storage and preservation done with such quiet passion.

Soon I will be returning from DOST Regional Operations where I learned how to command
regional directors vicariously (I draft the memos and letters of the Undersecretary and in the process have been inside the mind of a Technocrat-Manager) to the STII Library where I would like to live and die, serving researchers and readers.

This is the way of the Tao (pronounced Daw) where you achieve by doing nothing (just purposely waiting for the Universe to unfold and being one with Nature by a manner of communication with the Divine called Prayer for a lack of a more precise term; and see the world without leaving HOME.

The IRAD Chief, blessed and gifted now by a sanctuary by the sea, on a China-Japan cruise with beloved wife (friend-"enemy"-friend, mentor) has liberated me by his absence. He caused my downfall and ascent, my departure and return, played Judas-Jesus in my destiny.

This is such a perfect moment, a most eloquent fragment of my life. Terima Kasih!

Soapmaking

Recently our STII Gender Advocacy Team headed by Ms. Chato Lopez (in the picture, standing)organized a soapmaking workshop. Soapmaking guru was Ms. Josie Mahinay (in the picture, seated and holding a mic), a chemist. It was fun. The basic ingredients were cooking oil and caustic soda solution. These were mixed well until thick like a condensed milk. This was the creative stage when one can add color (using food grade colorant), scent (essential oil from fruits or flowers), decoctions from medicinal plants such as antibacterial or antifungal, milk (moisturizer), or coffee (antioxidant). Above were our finished products-- lemon bath soaps in plastic ice cream cups and dishwashing liquid in plastic bottles.

The dreamer in me

I dream that my special son Carlo, in the autistic spectrum of development, will grow to be a fine young man, able to pursue his love for music and computer. He would love to perform. He imitates often the concert artists he sees on TV, with headphone and holding a wireless mic. He learns to sing first before he learns to speak. Now he is beginning to read by reading titles of songs he loves, eventually the lyrics, I guess. That's him on the computer this recent weekend.

It all began with the song "Little Prayer." He fell in love with it and came to love many songs afterwards, like "Highway Blues," Beethoven's "Symphony" and many others from Alicia Keys, The Corrs,Tata Young, and Raymond Lauchengo (particularly "Farewell" and "Saan Darating ang Umaga").

As the family budget cannot afford yet to send him to SPED (special education) school which is beyond our financial means, we do our best to support his learning through the computer, DVD, music; allowing him freedom of movement, independent learning (he wants to explore and discover things for himself, so that his reverse engineering technique had left us with a few broken VCD players, casette recorders, VHS player,lots of walkman radios, and Kodak instamatic camera) and making him feel loved (by trying our best not to scream at him but explaining gently that what he does is wrong or bad-- "masama!"; and providing him with his favorite meals such as ice cream, Yakult, and apple for breakfast, corned beef or fried chicken for lunch, pizza or spaghetti with lots of hotdogs for snacks until early evening, fruits soda, chilled water, fruit juices).

Writing for Mars

A library consisting of 84 written works on a silica-glass DVD is now on the way to Mars on board the spaceship, for the benefit of the red planet's future inhabitants. It's a gift from past and present dreamers to possible future settlers. Dreamers are hoping there are already living aliens there who might decode the disk. This is the latest from Cape Canaveral, Florida.

As a dreamer myself, I am thrilled to be writing for the future citizens of Mars. I will also have a video documentary as well as photo essays. All for humans and aliens alike who can also dream.

Today is the first day of creative adventure, producing works for a future audience!

Meanwhile, I will have to do the laundry first and then later read the manual of my daughter's camcorder and then practise using it.

Transcending Mansfield and Nin

I am grateful to these two great women artists who were honest, authentic human beings. They have experienced the anguish I should have experienced had they not left a legacy for me to learn from. Now I have wisdom because of them, minus the pain.

And so I plan to bring our tradition of pain into the next higher level of peace and joy, thanks to my discovery of Francine Rivers.

Dear Katherine and Anais, I promise myself I will now follow the tradition of Francine Rivers, a great Christian woman writer with a purified pen, of the Redeeming Love fame, with my unique voice inspired by the two of you.

Textual snapshots of Filipino artists

I just came from the meeting of the National Research Council of the Philippines (NRCP) Division of Humanities. The exciting part was the sharing of researches.

Dr. Rosario Torres Yu discussed on discovering the self at age 57 when she learned to paint and resumed creative writing (she spent years on research and teaching), published a book with one of her paintings as cover design. She also held a one-woman exhibit of her works at the Vargas Museum, University of the Philippines-Diliman.

Dr. Domingo Landicho talked about creative retirement, who in his twilight years, has become more prolific and generous with his poetry and has taken to writing the first Filipino erotic novel about how the poor make love (set of course within the context of a serious theme, as Dr. Landicho is an activist whose writings are marked by his passionate social commitment). Can you imagine the romance of making love in a boat while sailing to escape the flood-devastated town, or in the field, or a bare mat on wooden floors? In naughty jest, Dr. Landicho looks forward to reaching the age of 69.

Dr. Ramon Santos shared his experiences in studying and working with the late great avant garde musician Dr. Jose Maceda. When he died, an Australian artist sent message-- "A giant tree has fallen in the forest."

While Dr. Santos' lecture was going on, I wrote on my notebook:

As artists, we Filipinos want to break away from the Western standard-- "structural, determinist" (Dr. Santos' words). We want to explore a broader field of Asian aesthetics which is "experiential" (Dr. Santos'), liberating and empowering.

This aesthetics is best expressed by Dr. Maceda's works-- "Ugnayan," "Udlot-Udlot,"
"Pagsamba."

In "Pagsamba," the lyrics are blurred, more of just vocal utterances like a cry, as one cannot find the words when overwhelmed by profound emotions.

In Dr. Maceda's music, repetitious details are very important. Like, repetitious, boring details of our daily lives achieve meaning when taken as a whole, become necessary fragments of a masterpiece. Like the fragmented entries in this blog can be a significant whole after so many patient years of recalling, remembering, recording, preserving for future readers and researchers-- all for free, without expecting financial rewards. Just like Dr. Landicho who kept on creating poetry, reading them on air for free ands stopped only when the station manager began to dictate on what he should write.

From Dr. Maria Milagros Laurel, I got this idea of working on Basic Recipes for Writing (a series) by Cymbeline Villamim, which I will give to my community for free, so others can be empowered as I am. Dr. Laurel said that as NRCP members, we should reach out and teach people, share what we know. This is our mission and I agree, because she is such a fine example. During sem breaks, she goes around the country sharing her expertise in creating alternative strategies and resources for challenged (poor) classrooms.

An English pofessor, Dr. Laurel said we are now colonizing the English language, using it for our own purpose, to empower ourselves. Language is used to express and create, to close the gap between the real world and the world of the classrooms. Truly the Filipino art is meant to be relevant and experiential

I see these artists and educators as such heroic, beautiful individuals and my ambition is to be like them.

I reunited with Dr. Amelia Lapena-Bonifacio , known for her puppet plays and Dr. Damiana Eugenio who was an official at the University of the Philippines-Diliman in 1976 and was a signatory in my certificate as fellow in the 1976 U.P.Writers' Summer Workshop held at the Kalayaan Hall.

Last year, my treasures were the thoughts on dance by Dr. Esteban Villaruz. Dance empowered the orphans and poor girls in France and Russia in earlier years when they excelled in theater performances and caught the attention of kings and czars. They became mistresses and their social status was elevated.

I think the same thing happened to women writers in ancient Asia (China, Japan, Korea). Courtesan-poetesses had a position of power and can choose friends and lovers, indirectly shaped the fates of leaders and destinies of nations.

The fictional Kareeza Viloria

This was the fictional Kareeza Viloria and the house where she lived before she moved on to the next realm. It is said the spirit of a person is pure energy and never dies but finds an abode until the spirit-life-energy reaches the ultimate level of perfection. Matthew was her favorite evangelist.

The experience depicted in her experimental work Tokyo Memoir was life-changing. It was a launching pad for her to push her borders and enlarge her territory. It seemed a foreshadowing of the tryst with God before finally coming home to the Final City where there will be no more pain, tears will be wiped away, and all events that hurt would have come to pass.

Connecting to the tradition of suffering

Tokyo Memoir by Kareeza Viloria connects to the ancient tradition of feminist suffering dating back to as early as 600 B.C. in India, when the public found shameless a poem that told about a wife initiating sex with husband. Women at that time defined their writings within the context of forced marriage, sexual slavery, poverty, house work, labor in the farm, need for fulfilling physical love. Women found escape in Buddhist convents. There was a poem by a Buddhist nun celebrating freedom from the tradition of marriage and burdensome house chores.

Women were conditioned not to complain about marriage, child bearing,domestic chores and violence. It was unthinkable for a woman to seek love outside of an unfulfilling marriage.

Of course now,legal separation, divorce, and marriage annulment are available. But honor killing is still practiced in some cultures, against women who are suspected of having intimate relations with men not their lawful husbands.

In Tokyo Memoir, sexual love was used as metaphor for humanity's deepest desire. Longing for love is essentially a longing for God.

Why was the work donated to the public domain? Because the future generations of daughters who will someday be wives and lovers would need to know how their ancestors made love with their minds, bodies, and souls-- for their emotional intelligence and spiritual freedom.

It would be liberating to know that since 600 B.C. in India up to 11th century in Japan until the 21st century in the Philippines, wives did get bored,lonely, and suicidal but discovered escape and redemption in sexuality and spirituality; and then journeyed full circle and came into terms with SELF and GOD.

These images rendered with charcoal are titled "Grace and Husband," "Totoy Bibo and Wife," "Lynn at Ateneo 1982" (Secret title is "Ang hirap mabuhay") and "The Debutante" by Eliseo V. Villamin (Ely, my husband), 2006. "Lynn..." is for revision of the nose but it's taking him forever, so I posted it anyway. "The Debutante" is Isay, our daughter who is turning 18 on 1 January 2007.

Ely has worked on so many charcoal images of neighbors in Golden City, images of couples on their wedding day, teens in "movie star" poses, graduates, a beloved father who has passed away, a housewife who wants to preserve her pictures on the beach and at a dinner party (actually it was she who makes Ely popular in the neighborhood because she hangs her portraits at her store for everyone to see), Dangal ng Bayan awardee Prof. Fortunato T. de la Pena, (which hangs on his office wall at the Department of Science and Technology), and others.

Most of the time, Ely's subjects provide him with the illustration board, charcoal pencil, and artist's spray. I buy the eraser (laughter). Most of the time, the creative work is a labor of love, his way of giving back to our community who loves Carlo and always plays the Philippine National Anthem (which is Carlo's favorite, the first time he listened to Sarah Geronimo sang it in the last Pacquiao-Morales battle) every start of and in between thereof the neighborhood videoke party (which is often as always there is a birthday celebrant or two in our block and nearby).

The greatest public domain work

The Holy Bible is the greatest public domain work.

Essentially, any creative work produced and published with the intention of contributing to the higher development and evolution of humanity, without expecting material gain but only spiritual reward, is a public domain work.

People who live to give so much of themselves so that others may live a more enlightened, less painful and lonely lives are public domain practitioners.

So, my neighbors who sing with deep reverence and honesty in the street videoke are public domain artists.

Parents who cleanse themselves spiritually and physically every morning so they can buy the best and freshest ingredients in the market to cook for the family meals are public domain chefs.

Wives who suffer in silence and bear the boredom and anguish of day-to-day service to preserve the family; and husbands who got their pride and know how to hide all their sorrow and pain, who do their crying in the rain... they are, in a way, public domain craftsmen.

Many of my best thoughts were remnants of readings from the best minds in the public domain and I don't remember the names anymore but I'm sure they would be happy to have their thoughts propagated in this manner, in the same way that I don't mind reading my thoughts elsewhere expressed by someone else who may not remember me also, because we have so many things to remember, memory has to select which ones to retain and which ones to archive to oblivion, because our cerebral database can hold only so much or it may crash!

We are all Christ in this world and thus are all crucified. It was not easy being born in a cave and to die by torture. Yet in some vicarious way, we are reborn and we suffer Christ-like with our consent, and we die to our old selves. What the caterpillars call the end of the world, the Master calls a butterfly.

It has been a blessed Christmas for many of us and we are filled with love and gratitude.

"Risk, risk everything..." said Katherine Mansfield, writer from New Zealand who died in her prime. She had lived this philosophy.

I am wounded by my understanding of loving and taking risks. People risk their lives for freedom, the likes of Jose Rizal, Andres Bonifacio, and Ninoy Aquino. The Divine Creator respects man so much that He gave man free will. Free to be good, free to reject evil. God took risk in giving man free will. The consequence was the fall that happened in the Garden of Eden. But God loves mankind so much, He gave His Only Begotten Son, so that whoever believes in Him shall not perish but have everlasting life.

Writers, diarists, memoirists risk immensely. They expose so much of their wounds that they and others may be healed... that the human race may be healed.

A productive day today for me, having uploaded 30 fulltexts from six issues of the PJS 1907-1908. Among the memorable ones were about kubisagari (paralytic vertigo), cholera, yaws, infantile dysentery, plague immunity by R.D. Strong which was 150 pages long, plague procedure in Hongkong, use of opium by the natives, traumatism of internal organs, and tsutsugamushi disease, among others.

Why am I passionate about public domain works

Because of public domain works, I am able to learn much about autism specially about speech therapy, thus enabling me to teach my special (autistic) son Carlo (that's his picture at left, and also above, with youngest brother Kenneth, and me) how to communicate with language, gestures, eyes, music and telepathy which I would otherwise not know if not for those generous Netizens in the cyberworld. SPED (Special Education) is extremely expensive for those like me in the middle class income bracket, and so I am not able yet to send Carlo to a formal, mainstream school setting, still giving priority to his other siblings who go to state (government subsidized) universities that are affordable than the private universities. Carlo has five siblings and three more are studying. His Ate Genny who works in a call center, helps with the home budget as she studies for a masteral in corporate communication, while Kuya Chino who works in a data center, is saving to put up a business, having taken up entrepreneural management. His Dad takes care of all of us, cooking for us, waiting for all of us to come home at the end of each day.

I have not been successful so far in my quest for assistance to help us send Carlo to school. Once I tried to request the Statefields School near us that offers SPED, but I was not successful. But I am always hoping and praying. God's delay is not God's denial. He will make all things beautiful, in His time. I must learn how to wait as He makes us worthy of His gifts. Pour out Your blessings, oh Lord, I'm crying out.

When we first learned that Carlo is in the autistic spectrum of development, we availed of the home-based intervention module by CARD (Center for Autism and Related Disorders). We were not able to sustain the intervention because of the expense. But CARD is excellent and it is where we want to send Carlo when we can already afford it, and he will attend mainstream school in San Beda College-Alabang (where earlier a high functioning autistic graduated from college withn honors). These are my dreams for Carlo.

I am grateful to the Asian Development Bank Institute-Tokyo, that gave me a fellowship early this year in ICT4D and also to the United States Department of Agriculture where I trained in ICT4D in 2002. These were all distance learning courses.

Of course, STII-DOST has always been supportive, specially my colleagues who always alert me to any information about autism whether in print, CD, or Web-based. They love Carlo.

Whenever there is opportunity, I also put online my research and creative works for whoever may need them to download and use for free, because I have received much in terms of knowledge from public domain works, and I want to give back as much.

Sa unang pagkikita pa lamang, sa sandali na pumasok na ang sinasakyang Adventure sa arkong nagsasabing "Welcome to Maragondon" noong dapit-hapon ng 5 Disyembre 2006, ako ay napaibig na sa Maragondon. Lalo na nang madama ang mainit at taus puso na pagtanggap sa amin ng mga taga Maragondon, lalo na ng staff ni Mayor Monte Andaman sa kanyang bahay bakasyunan, kung saan sa karatig lamang ay ang musoleo ng kanyang yumaong ama. Napapaligiran ng mga punong mangga at kawayan, may umaagos na ilog, tahimik, malinis ang hangin. Labis akong humanga sa dakilang alkalde-- matalino, maginoo, marangal at may pangarap para sa mga mamamayan ng Maragondon.

Nang umuwi ako sa Dasmarinas, di pa rin mawala ang alaala ng Maragondon. Tiyak babalik ako dito sa lugar na pilit nagsusumiksik sa aking kamalayan sa tuwi-tuwina.

Lalo na at sa pangalawang yugto ng aking pananaliksik ay pinayuhan ako ng pinuno ng NRCP na magkaroon dapat ng generic e-commerce model para sa mga 4th class district municipalities sa bansa tulad nga ng Maragondon. Nais ni Alkalde Andaman na patuloy na kalingain ang mga magsasaka, mahalin ang lupa at mga biyayang tumutubo mula sa lupa. Pangarap na marami ang bumili ng mga produkto mula sa sakahan at taniman upang maiangat ang buhay ng mga magsasaka. Kahit na mura ang benta basta marami sana ang tumatangkilik. Bumili tayo ng mais, saging, at kamote. Higit na masustansya ang mga ito. Hwag na kumain ng junk food, mga kutkutin, chichiria na naliligo sa asin at vetsin, spices. Kainin natin ang bunga ng kalikasan sa kanilang likas na porma at di processed form. Mahalin natin ng ating kalusugan, tangkilikin natin ang magsasaka ng ating bansa.

Isa sa mga masalimuot na yugto ng ating kasaysayan ang hatol na kamatayan kay Bonifacio ng pamahalaan ng unang pangulo ng republika na si Hen. Emilio Aguinaldo. Isang di maiiwasang desisyong politika ang pagwawakas ng buhay ng Supremo sa kamay ng pamahalaan ni Aguinaldo. Ngunit sa kaniyang talambuhay, ipinahiwatig ni Aguinaldo na ayaw niya sanang magbuwis ng buhay ang ama ng himagsikan. Ngunit ang mga Espanol ay galit kay Bonifacio at tila nakikipag power play o power sharing (na tila mahirap iwasan sa ganoong pagkakataon) si Hen. Aguinaldo. Kay hirap maging mabuting pinuno. Indexing update

Some 3,600 articles of PJS have been indexed and there were alreay numerous fulltext PDF files uploaded by the task force. I have indexed some 250 articles with 23 fulltext-uploads. I will begin uploading more fulltexts on Dec. 4. Next year the fulltexts will be made available to the public after the PJS editorial board has completed the policy on subscription and terms of use. Meanwhile, the bibliographic data are freely available. Just click on the SILMS hyperlink at the right navigation menu of this blogsite.

I am happy when Mr. Charles P. Raby of the WPRIM emailed me about his interest in PJS and SILMS. He also told me about their project to gather bibliographic data for Index Medicus, using Swish-E. I fell in love right away with Swish-E: Simple Web Indexing System for Humans- Enhanced, because it is capable of indexing huge data in almost all formats-- Web-based, PDF, HTML, Word, etc.

I wish I can get my hands on Swish-E, if and when Mr. Raby invites me, I hope.

I am also able to read today a comment from Patricia. I am happy that a couple of surfers have visited my blogsite.

A busy week is ahead. I will be presenting highlights of my research with Dr. Napoleon Hernandez and Ms. Aurora Tolentino about the e-commerce prospects for farmers and fishers cooperatives, part 1: Cavite at the NRCP meeting, PNU Cafe this coming Thursday, right after I come from Maragondon where I will participate in the planning workshop of Nutrinet beginning Dec. 5 with colleagues Dr. Carmelita Nobleza and Ms. Rosario Lopez.

Last Thursday, I listened to Ms. Lourdes David of Ateneo de Manila University (where I studied MA Literature) talked about marketing the library to potential donors during the National Book Week Forum at the National Library of the Philippines, sponsored by the PAARL (Philippine Association of Academic and Research Librarians) of which I am now a member.

Life is a great adventure everyday, except for parenting angst, quintessential loneliness that visits on some strange mornings and wakeful midight hours... maybe because life's autumn is so beautiful and I am afraid winter is soon to come. But don't get me wrong. A lovely winter sonata awaits me in Ladahk, Kashmir in 2013. I welcome winter as I welcome all the seasons of my life. I am not afraid to come home to the Final City. Promise.

I plan to post here the 362 titles and holdings ID numbers of the articles I have indexed covering vols 1-4B, plus vols 4C-13. One of the peculiar qualities of librarians is that they love to make all sorts of lists.

I also plan to come up with library menus. These are reading programs for various sectors like for examples:

* The Nanotechnology Reader's Guide
* Introduction to Science Reading Menu
* Science and Technology for Legislators
* The High School Student's Science Companion
* The Science Teacher's Reading Pack

These will materialize probably first quarter of next year, if I still work at STII. Because if it is in accordance with God's will, I pray that He will allow me to push my border and enlarge my territory, serve in another Vineyard where I can be as fruitful like in Auckland City, NZ perhaps Brisbane, Australia; and I also would like to visit my old friend in Canada. So many things to do and so little time, but with God, all things are possible if one desires with a pure heart and a cool blue flame of passion.

Averaging 50 articles maximum, some divine thoughts about searching

I am amazed about my metamorphosis from a reluctant, neophyte indexer averaging 6 articles a day in September to a silent killer, finishing off 50 articles a day now. I've developed techniques!

I also feel I lived in early 1900s, 1907-1908 to be exact, because I have a feel now of how life was being lived then by Filipinos and American scientists-researchers.

The fields I am immersed in are entomology (study of insects), somatology (study of physical appearances), ornithology (study of birds), lepitopdera (butterflies), ethnology, botany.

In ethnology, I was shocked to learn about the offering of human sacrifices by the Bagobos of Northern Minadanao, specifically the sacrifice of a blind, deaf-mute young boy who didn't know what was going on until the last minute and he began to cry, but his death was quick, he was not made to suffer. What happened to his parents? They would have longed to die too I guess or was he an orphan? The researcher was not judgmental about this custom of the natives, but efforts were exerted to discourage such practice.

This is the 21st century and we know that human lives need not be sacrificed in such a manner. In fact among Christians, the perfect sacrifice has already been offered 2,000 years ago in Mt. Calvary. Mankind has been saved. All we have to do is believe and claim our redemption, for we are now heiresses and heirs to the Eternal Kingdom.

Come to think of it, the lower life forms always sacrifice for the higher life forms so that life would evolve into a higher and a higher level. The animals eat the plants and humans eat the animals. Among humans, there will always be martyrs and heroes who are willing to sacrifice themselves so that other people will live better lives. God Himself gave up His Only Begotten Son as a ransom for humanity, so that mankind shall have eternal life and have it abundantly.

I have indexed (provided broad to specific subject headings) 213 articles now. My target was reduced from 1,500 to 363 now covering only vols 1 to 4B, but I have to provide subject headings to some ten volumes still.

What does all these mean to me? Librarianship allows us to reach God's heights and fathom His depths. God helps me provide the best subject headings so as knowledge will be found by the dedicated searchers. God hides Himself in such a way that we will find Him. He wants to be sought. Anyone who sincerely seeks always finds.

Exciting Product and Service of STII : E-Books and ScINet Phil

E-Books

What is exciting about the STII e-books is that in July 2004, the Ayala Foundation Inc. (AFI) bought a complete set of the STII e-books on CDs, and with permission from STII, uploaded the contents into the servers of about a hundred selected public high schools nationwide.

With the activation and full operation of the ScINet Phil Integrated Library Management System (SILMS), the direction of STII e-books is now towards the Web-based or online mode. Many of the full text contents of Science References and ICT Resources are now made available through the SILMS Online Public Access at http://scinet.dost.gov.ph/silms, particularly under the Non-Prints collection.

Full text PDF files in the STII Non Prints collection can be easily downloaded, including the following titles, many of which are ebooks or extracted files from ebook compilations on CDs, among others:

ScINet Phil

ScINet Phil is the gateway to the SILMS or ScINet Phil Integrated Library Management System, whose major feature which is the Online Public Access or OPAc to the DOST Union Catalogue enables the researchers to query research topics and then gain access to bibliographic information as well as full text of some of the books, journals, and non-prints in the DOST collection, particularly the STII Library Collection such as the Philippine Journal of Science Centennial Collection, Science References, ICT Resources / ICT4D collection, and Tekno Tulong (livelihood technologies) bibliographic entries.

The DOST Union Catalogue is a one-stop shop for S&T researchers where they can access all collections in just one portal.

SILMS was developed in-house by STII librarians and computer programmers, using the best features of several open-source library management softwares. SILMS is now attracting prospective users among the government sector information professionals such some 20 members of Nutrinet, Almanza Elementary School, Lung Center of the Philippines, Development Academy of the Philippines, a couple of public schools in Bukidnon and Cebu, among others.

The DOST Union Catalogue is estimated to be storing more than 300,000 titles.

Actually, my cumulative output is 113 SILMS entries. The second entry is assigned to another title, because that second entry is actually a part of the first entry.

Updates
My assigned number of articles for indexing was significantly reduced from 1,500 to 300 plus, because my colleagues Mabel, Leonor and Josie offered to help as they are almost finished with their assigned range.

Our deadline is extended from Oct to Dec. Also the extracting and uploading of fulltexts are assigned to hired encoders / extractors.

I am now producing from 15 to 30 sets of indexes daily as compared to only 5 sets of indexes daily when I was doing file extraction and uploading. Also I have come up with techniques in speed reading / file scanning / title deciphering for subject headings.

I hope to complete my assinged 300 plus articles by end of November and also provide subject headings for Vols. 4C to 13, as Leonor and Josie promised to do only the title-author, vol-issue, and pagination entries. Good enough. Took off a lot of load from me and am happy enough about this strategizing by our task force. Mabel takes care of everything including provision of subject headings for vols 14 to 20. Isn't that great.

Chato is providing needed entries for vol 1 nos 1-2 for which I entered the titles only. As of now, the entire vols 1-2 with all its regular and supplemental issues are completely entered into SILMS. I am now working on vol 3.

This is the memo I drafted as I understood the new procedures for indexers resulting from the plan to hire encoders.

Brief Backgrounder:

The CRPD initiated to help achieve the target of the PJS Task Force of making searchable all the issues of PJS before yearend, by enabling IRAD to hire encoders for the SILMS, utilizing the project grant that was intended for the Title-Author Index but was not used since it was the CRPD fund that was spent for the publication of the said Title-Author Index.

So as not to waste the available grant, CRPD decided to use it to make searchable online all the PJS issues, and for IRAD to hire encoders to facilitate data entry and full text upload to SILMS. The purpose is to speed up the Indexing process and thus meet the target of making searchable on the Web all the issues of PJS consisting of 4,600 articles in 135 volumes covering the period 1906-2006.

New Indexing Procedures agreed upon during the IRAD-CRPD Meeting:

As a result of the IRAD-CRPD Meeting held at 3:00 p.m. today at the Library among myself, Ms. Victoria Bartilet, Ms. Cymbeline Villamin, Mr. Mario Buarao and Ms. Judith Legarde (and supposedly all the other IRAD members and director of the PJS Task Force, but for some reason, were not able to attend), the following will be the new procedures to be followed in the indexing activity of the task force:

1. The Indexers will assign subject heads to all the articles within their respective covered range.

2. The Indexers will also be the ones to extract the articles from the PJS volumes, intended for uploading for each set of bibliographic entry.

3. The Indexers will prepare a master list of titles-authors, sets of subject headings, and titles of extracted articles.

4. The master lists prepared by the Indexers will serve as guides for the Encoders to be hired who will enter the bibliographic data and subject headings; and upload as well the extracted articles.

These new procedures take effect immediately. For compliance.

I am not focused on indexing alone. I attend to other duties like answering library users' queries over the phone and emails, evaluating the DOST Website and making recommendations, and of course writing the Paul Freer article. I also attended a seminar a day before the storm at the DSWD Manila.

Effective immediately, there will be new procedures. Indexers will just concentrate on formulating subject headings and extracting articles. There will be hired encoders to do bibliographic entry and file uploads. Also the uploaded files even those supposed to be in the public domain (published before 1923) are now restricted until further notice by the PJS editorial board.

Indeed half the fun was taken away. But creating subject headings is really time consuming, about 15 to 20 minutes depending on the indexer's familiarity with the subject.

The following is the time analysis of a typical indexing activity:

The Storm Has Passed

Typhoon Milenyo struck the country 28 Sept, Thursday leaving behind millions worth of homes and properties destroyed and thousands of lives lost. Water and electricity were cut off. Power was restored in my area on Monday, 2 October, and in the office today 5 October, Thursday at past 12 noon. Many areas are still suffering the lack of water and power services. SILMS is out of order. The technical people are out, thinking maybe there is still no power. This morning people here in the Taguig City DOST community were cleaning up the debris, burning down dried leaves and big ants (poor creatures!)

Chato, the assistant team leader of our PJS indexing project was struck by dengue last Friday, a day after the storm hit the country, and is still at the Asian Hospital. Lita, our team leader who was earlier confined in the same hospital after a bad fall in a darkened spot at the DOST has been discharged and on her way to recovery now at home.

I will try my best to come to the office very early tomorrow and resume work at its normal pace.

Tikitiki for Infantile Beriberi

Yesterday before the close of office hours, I managed to index one article about Tikitiki as cure for infantile beriberi (The Preparation of Tikitiki Extract for the Treatment of Beriberi by A. H. Wells). Tikitiki is made from extracts of rice polishings or pericarp layers of rice. From 1914-1920, the Bureau of Science in the Philippines produced 47,530 50-cc bottles of Tikitiki, reducing remarkably infant mortality in the country. As usual, I uploaded the fulltext of this paper.

Also I uploaded the biography of Paul C. Freer. The entry about him now has four downloadable files, searchable by "Freer, Paul C." or holdings ID no.: "66335."

In my article "In Love with Paul Freer,"I placed Dr. Freer's arrival in the country within the historical context of love-hate racial consciousness toward the Americans whom at first the Filipinos thought to be allies against Spain but turned out to have imperialist desires of their own. The American democratic ideals and the Filipino passion for independence saved the day, but another kind of colonization of a benign nature ensued. But how can any Filipino not love Dr. Freer? He treated the Filipino as brother and friend. He embarked on a journey of improving the lives of the Filipinos through science with such passion that caused him his life, death by arterio-sclerosis and acute nephritis at such a prime age of 51 in Baguio, where he always travelled joyously, hopefully whether in the mountainous home of the Igorots and the Kalingas or in the valley of the shadow of death. I hope my article is accepted and published hopefully this year, my humble gift to the Father of Modern Philippine Science, Dr. Paul Caspar Freer.

Today I recorded in SILMS Analytics IN MEMORIAM: PAUL CASPAR FREER, the 7th volume of Philippine Journal of Science published by the Bureau of Science in July 1912, Philippines, STII Fil Q1 P55. I created a summary / abstract, as well as entered the following subject heading that I adapted from the University of Michigan in US Library which also keeps the same In Memoriam volume of the PJS. Dr. Freer was a professor in this university before he came to the Philippines in 1901 to become the administrator of the Burea of Government Laboratories that was renamed later as the Bureau of Science.

20 Sept: Discovering and Falling in Love with Paul Freer

Dr. Paul Caspar Freer is the first editor of Philippine Journal of Science from 1906 to 1912 until he died at a very young age of 51 years in Baguio, leaving behind him a hundred years worth of achievements. He is the father of modern science in the Philippines. He is now an influence rather than a memory. I just discovered him and fell in love with him. Charles H. Brent, the bishop of the Philippines at the time of his death, wrote about Dr. Freer--"... enjoys a repose which in itself is power. ..... life is too good to allow haste, too safe to justify panic, too sacred to tolerate scheming."

I can hardly wait to complete indexing my range of the PJS volumes so I can write the article, "In love with Dr. Paul Caspar Freer."

I bring home with me this dark rainy afternoon the 43-page In Memoriam issue of PJS Vol 7 July 1912 to read in the evening before sleep.

I searched the Web and found the same issue in the library of the University of Michigan.

18 Sept: God's delay is not God's denial

God's delay is not God's denial. This is what I tell myself today because I am not able to index anything on the first official day of the indexing schedule, because Chato (Ms. Lopez) and I visited Lita (Dr. Nobleza) confined in the Asian Hospital for injuring her left foot and back when she slipped on a darkened path on her way home last Friday. Maybe in acceptance of her temporary immobility, Lita is praying, "Oh yes, slow me down, oh Lord so I can listen to your whispers in my heart...."

17 Sept : So much to do, So little time

But how can I possibly produce all the derivative works I listed previously?! I pray I live up to 80, will never have an injury of the hands or eyes, be always in good health; continue to care for my children and husband... trust that this blog stays forever to record and preserve everything I do for the next generation.

When anyone of us passes away, it is like an entire library burning down. But in this digital age, there will always be electronic copies. Our intellectual legacies live on. Oh I should tell my daughter Genevieve that I really want to be burned away literaly when I pass onto the next realm, to be cremated, stored temporarily in a wooden urn, and then be quietly, simply reunited with the elements, buried in a far mountain.

Sept 15: My Day of Empowerment

I am happy with my work today. I've grown more confident with my data entries. I am happy each time I am able to successfully upload a fulltext title to my bibliographic entries; happier when I search with keywords and the display results include the title I just entered.

I think I would like to index forever. I learn so many things like for example, the science of birds is called ornithology. The earlier authors of PJS were American researchers. PJS was first published in 1906 coinciding with the establishment of the Bureau of Science. The editor of the earlier works I indexed was Dr. Paul C. Freer. Dr. McGegor wrote extensively about birds.

I have uploaded fulltexts about beriberi, rinderpest, Loboo mountains, Lamao forest, Mindoro birds, Philippine Hymenoptera (Insects species), Filaria philippinensis.

Sept 14: Getting the Feel of It

Whereas my entries yesterday consisted mainly of titles and subject headings, now I am able to include the authors. I did not produce much because I kept on changing the subject headings because some did not produce my desired results, only to learn later that it was my search method that was wrong. I was searching with the keywords in the title field instead of the subject field.

Today, Ms. Palafox taught me how to extract pages from the PDF volume file so that I can attach only the article for the particular data entry and not the entire volume.

Ms. Buere reminded me to put the call number STII Fil Q1 P55 and taught me how to produce vertical listing of the subject headings rather than horizontal. Dr. Nobleza coached me further on how to create highly searchable subject headings.

My output for today: 8 titles, 24 subject headings

Sept 13: Uploading of the Folders to the LAN Neighborhood

Ms. Jessica Barrientos and Ms. Lopez organized the PJS volumes chronologically. Ms. Barrientos segregated the volumes according to the assigned indexers, creating folders and uploading each into the local area network (LAN)neighborhood under her name and particular indexer's PC.

Meanwhile, the indexers began to work,using in the meantime the available printed listing of all the issues produced by the CRPD-STII, entitled "100 Years, One Journal," Special Centennial Edition, July 2006.

Although the number of articles assigned to me for indexing are remarkably higher than the average number for the other indexers, I am happy because of the immense wealth of public domain works I will encounter.

My output for today: 4 titles, 12 subject heads because I kept on testing the
"validity " of my subject headings.

In August 2006. Dr. William G. Padolina, PJS Editorial Board Chairman expressed the need for PJS to be searchable online through the ScINet Phil OPAC and Science.ph and for the fulltexts also to be available to researchers. In response, Dr, Carmelita F. Nobleza, STII Expert on Library Matters formed the Task Force PJS on 12 September 2006 to index the PJS articles so as to make them available on the Web, as requested by Dr. Padolina.

Some 4,600 articles of the 135 volumes published from April 1906 to June 2006 are to be indexed starting 18 September until 30 October 2006 by seven indexers of the IRAD-STII namely:

In addition to her assigned volume, Dr. Nobleza will QA the outputs prior to printing of the complete index of the PJS centennial issues. Dr. Nobleza is the Team Leader while Ms. Lopez is the Asst. Team Leader, with Engr. Enrico F. Florencio as the Team Director.

The Analytics module of the SILMS will be used in the indexing activity. Each article will be assigned not less than three subject heading in the order of broad to specific, and assigning as many applicable based on the indexer's discretion or subject analysis of each article.

Incidentally, the 134 volumes of the PJS were digitized in 2005 by Kodak under the Philippine eLib Project. The indexing project is now being undertaken by IRAD-STII to commemorate the PJS centennial. This author was assigned to index the first 20 volumes while the rest of the volumes were assigned to six other indexers.

Why does a person write? To be less lonely, to define oneself, to be noticed, to be remembered, to be loved in a special way, to survive in more ways than physical and material, to put food on the table, to save money for the education of a special child.

Many earn a living through writing. One uses money to feed the hungry, give drink to the thirsty, visit a prisoner, clothe the naked, give shelter to transients and the homeless, show love, give a gift that will be cherished forever.

Magnificent Obsession

I am obsessed by searching, downloading, listing, recording, preserving. I have in my posession 598 ebooks from the public domain, published before 1923 without copyright restrictions waiting to be enhanced with images and reader-friendly layout. I am collecting images and plot summaries to add to the original texts and then convert the final outputs to PDF files to preserve integrity of content-- all these so I can attract more readers who will find "redemption" in literature, and to help in their researches the students, teachers, librarians, and book lovers. I am excited by all these. These are my reasons for waking up every morning, plus of course because I have to earn a living and care for my family.

Soon my small home office will be in place and in here I will work on quiet weekend nights to create my ebook derivatives. The plain vanilla etext versions were courtesy of Prof. Michael Hart of Project Gutenberg, who assured (in the License fineprints) that if I strip the plain vanilla etexts of all references to his project, I am left with public domain works and I can do with them anything I want. I want to value-add and make them attractive, reader-friendly.

Public domain works are those published before 1923, without copyright restrictions.

A great source of public domain works is the largest personal library in the world, the Project Gutenberg of Prof. Michael Hart, making freely available to everyone literary works, biographies, philosophical writings and history-- online and on CD / DVD.

In the Project Gutenberg fineprint, it is stated that if you and I strip the plain vanilla etexts of all references to Project Gutenberg, we are left with public domain works and we can do anything we want with these works.

I would like to make these public domain works reader friendly, add images, change the font, convert to PDF files to preserve the integrity of content.

The plain vanilla etexts are meant for the works to be readable by both humans and computers anywhere. Since Adobe Acrobat Reader is now available in most computers and can be downloaded freely, it would not be a problem if I convert the plain vanilla etexts into PDF, providing value added and protection for the reader-friendly content.
